I actually downloaded a Dash 8 40B model, from Train Sim , which looks very sharp ( although I still have to install it ) .
The BC RAIL B 39 8E's came in two very slightly different "styles" ( if you are a "purist", or a 'rivethead" ), but the 1700 can simply be a 'repaint" of a suitable Dash 8 40B .
I will let you know how this works out . The BC RAIL B 39 8E's are definitely on my own "wish list" ! '-)

I still don't see what the point is... Make one up and make the letters all faded, make the proper cars up but paint them in VIA, because look where that train got us! Nowhere!!! NOWHERE I TELL YA!!!!
